“Engaging Russia: A Return to Containment?”, the third in a series of reports on Russia that the Trilateral Commission has undertaken since 1995, is the work of authors from Asia Pacific, Europe, North America and Russia, and details areas of agreement and disagreement among them on where Russia is today, domestically and internationally, and what policy approaches the Trilateral countries should pursue toward Moscow, particularly in light of President Putin’s policy toward Ukraine.  The report updates the Commission’s 2006 report entitled, “Engaging Russia: The Next Phase”.  Paula Dobriansky is a Senior Fellow at Harvard University’s John F. Kennedy School of Government and previously served as U.S. Under Secretary of State for Global Affairs.  Andrzej Olechowski is Chairman of the Supervisory Board of Bank Handlowy and served as Polish Minister of Foreign Affairs and Minister of Finance.  Yukio Satoh is Vice Chairman of the Japan Institute of International Affairs and previously served as Japanese Ambassador to the United Nations.  Igor Yurgens is Chairman of the Management Board of the Institute of Contemporary Development and previously served in a number of senior Russian government posts, including as a member of the Presidium of the Council for Foreign and Defense Policy.
