Shigemitsu Sugisaki is Vice Chairman, Goldman Sachs Japan Co., Ltd. He joined the Ministry of Finance in 1964, becoming Deputy Vice Minister of Finance for International Affairs in 1990, Commissioner of the Tokyo Regional Taxation Bureau in 1992, and Secretary-General of the Securities and Exchange Surveillance Commission in 1993. In 1994 he was appointed Special Advisor to the Managing Director of the International Monetary Fund, and served as Deputy Managing Director from 1997 until early 2004. Mr. Sugisaki received a B.A. in international relations from the University of Tokyo and a M.A. in international affairs from Columbia University.
